Resources are applications and web content available during exams. They are linked to exams via the ExamResource through model.

Pre-warm Calculation
- Seat count =
ceil(required_seats × readiness_threshold / 100)
- Lead time = batched based on seat count, clamped to 1–120 minutes
- Deadline = exam start − lead time
